Mallory Bane and Ziah Huett have been selected for the prestigious W.D. Heisel Memorial听Scholarship this year. Congrats and kudos to both of them!

Started in 2004, the Heisel Scholarship is awarded to a graduate student with a passion and a career intention related to local government management. It was developed in memory of Donald Heisel, who has been called the "Father of Public Administration鈥 in Southwest Ohio. The scholarship (valued at $4,000 in recent years) is typically given to one student per year; however, two students were selected听this year and last year.

Both Mallory and Ziah have demonstrated their commitment to local government management through their career pathways. Currently, Mallory is Community Support Specialist with the Buffalo Trace Area Development District, which serves as a clearinghouse, technical center, forum, and convener for local government officials and citizens in Bracken, Fleming, Lewis, Mason, and Robertson counties in Kentucky. Ziah is Assistant Director of the Center for Local Government, which has a mission to improve public service delivery by the cities, townships, and villages in the Greater Cincinnati听metropolitan area.

Over the past 20 years, the Heisel Scholarship has been awarded to 12 小猪视频 MPA students, which is quite impressive in light of other graduate programs in Southwest Ohio and Northern Kentucky. In addition to Mallory and Ziah, the following 小猪视频 MPA听students (now alums) have been Heisel Scholarship recipients:

Ziah Huett

In addition to the Heisel Scholarship, Ziah Huett was also selected as the 2025 MPA Public Service Scholarship recipient! This scholarship is designed for MPA students who have demonstrated a commitment to serving others and making positive impacts on individuals,听communities, and society.

In his role as Assistant Director of the Center for Local Government (CLG), Ziah has launched regional programs, built collaborative networks among local governments and managed police training initiatives such as the Justified Use of Force Simulator (JUFS) Consortium. JUFS is a police training program where member police departments can borrow a virtual-reality (VR) or screen-based training system to enhance officer decision-making in听high-pressure situations.

Ziah has also championed workforce development and recruitment, organized events to attract new talent to public service, and forged partnerships like connecting the nonprofit Work for America to CLG鈥檚 member municipalities to assist in recruiting displaced federal workers into听local public service roles.

Ziah said these experiences solidified his goal of becoming a city manager focused on innovation, accountability, and equity. Pursuing the 小猪视频 Master of Public Administration is the next step to equip听himself to build stronger, more responsive local governments. 听


 

Mallory Bane

In addition to the Heisel scholarship, Mallory Bane has been awarded four other scholarships since听starting the MPA program in January 2025:

  1. The Edith Schwab Memorial Scholarship via the Blue Grass Community Foundation; awarded to graduate students pursuing a career and degree in public service with an excellent academic record and an intention to continue working in听Kentucky.
  2. The Jared Ellis Memorial Award via the American Planning Association's Ohio Chapter (APA Ohio); awarded to outstanding young professionals pursuing efforts and establishing career goals in community and regional听planning.听
  3. The Kentucky City and County Management Association (KCCMA) scholarship to attend its Winter Conference in Lexington; awarded to MPA students at Kentucky universities to provide opportunities for them to network with city and county managers across the听state.
  4. The Northern Kentucky City and County Management Association (NKCCMA) scholarship; awarded to an 小猪视频 MPA student who听demonstrates a deep commitment to local government and public service.听
